Road Closures & Traffic Management Permits for Film in Mallorca

Driving sequences are a staple of commercial production — car campaigns, travel content, lifestyle advertising. Mallorca has some of Europe's most cinematic roads. Getting the permits to use them is a specific process that many productions underestimate.

The Road Categories
Mallorca's roads fall into several administrative categories, each with a different permit authority:

Municipal roads (within town boundaries): Managed by the relevant Ajuntament. Road closure or lane restriction permits are issued by the local authority, usually in coordination with the Policia Local.

Island roads (carreteres del Consell): The majority of Mallorca's rural and inter-town roads fall under the Consell de Mallorca's road network. Closures or restrictions on these routes require Consell approval alongside a formal traffic management plan.

State highways: A small number of major routes fall under the Spanish Ministry of Transport. These require a separate application to the regional office of the Dirección General de Carreteras.

Private tracks and access roads: On private estates, the landowner controls access — standard location agreement rules apply.

What a Road Permit Application Requires
For any production involving road use — whether a full closure, partial lane restriction, or just stationing camera vehicles on the verge — the application will need:

• Precise location details (road number, kilometre markers, specific sections)
• Dates and times of the closure or restriction
• A detailed traffic management plan showing how traffic will be diverted or managed during the shoot
• Number and type of vehicles involved in the production
• Proof of public liability insurance at the level required by the relevant authority
• Contact details for the on-site production safety officer
  
  The traffic management plan is the element that trips up many productions. It needs to show marshalling points, diversion routes, signage placement, and emergency access provision. For complex road shoots, this document is prepared by a qualified traffic management professional.

Key Roads and Their Implications
MA-10 (Serra de Tramuntana coastal road): The most requested driving location on the island. Narrow, winding, spectacular. Consell de Mallorca permit required. Due to its width and the volume of coach traffic in season, partial closures need very careful timing. Pre-dawn windows are often the most practical.

MA-2210 (Cap de Formentor road): Subject to seasonal access restrictions as covered in our Formentor guide. Road permit applications must account for the shuttle bus operation in summer.

The Andratx–Estellencs coastal stretch: One of the most dramatic coastal road sections on the island. Consell permit required. The road's exposure and limited passing places make traffic management planning particularly important here.

Urban streets in Palma: Road closures in the city require Ajuntament de Palma and Policia Local coordination. These are achievable but require more stakeholder management than rural routes.

Timelines
Allow 3–4 weeks minimum for road permit applications in the low season. In summer, the Consell's road department receives high volumes of requests and timelines extend. For major road closures — particularly those affecting coach routes or tourist traffic — allow 6 weeks.

Driving Sequences Without Full Closure
Not every driving shot requires a road closure. Many productions use a rolling roadapproach — where the production moves continuously along a route with minimal static presence. This still requires authorisation but the process is often simpler than a fixed closure application.
